Organizational aspect of forming elements of a risk management model in the electric power industry

Abstract

The aim is to study the possibility of using risk points to build the most effective risk management model for thermal power plants.Materials and Methods. The theoretical basis of the study was the works of Russian and international authors, as well as the author's previously obtained research results on the topic under study. General logical research methods, such as analysis, synthesis, and generalization, were used.Results. This article analyzes the use of risk points based on the HACCP system in the food industry, defines the sequence of actions for using this system, and identifies the specifics of the concept of "critical points" within this system. The specifics of energy production are considered. The possibility of using risk points to determine risk responsibilities is explored as one of the stages in developing a risk management model for thermal power plants. Particular attention is paid to the analysis of production, technical, environmental, and technical safety risks, and those responsible for these risks are identified.Conclusion. The long-term energy policy of the Republic of Belarus, based on the principles of sustainable socio-economic development, aims to ensure the country's energy security as a critical component of national security. Ensuring the efficient operation of the Belarusian energy system in the context of sustainable socio-economic development can be achieved by adapting it to potentially risky external and internal environmental factors. Therefore, the methodological support for risk management at thermal power plants proposed by the author, based on the identified risk points, will allow not only to monitor risks and promptly respond to their occurrence, but also to take proactive actions aimed at preventing the occurrence of hazardous events in order to reduce losses and minimize possible damage.
