Regional assessment of promising directions for cluster-based collaboration in the tourism market of the Pripyat Polesie

The relevance of this study is driven by the necessity to transition from the fragmented development of tourism in the Pripyat Polesie region to an integrated cluster model, which aligns with the objectives of state programs of the Republic of Belarus and global trends in the tourism sector. The aim of the work is to conduct a regional assessment and develop model solutions for the formation of tourism and recreation clusters in the Pripyat Polesie. To achieve this, the following tasks were accomplished: the essence and functions of a tourism-recreation cluster were defined; an assessment of the region's natural-resource, cultural-historical, and infrastructural potential was conducted; key stakeholders were identified and classified; an analysis of internal and external factors of cluster development was performed; specific model solutions for cluster formation were developed; and practical recommendations for government bodies and businesses were formulated. The main results of the work include substantiating the thesis that the Pripyat Polesie possesses concentrated and diverse potential for forming several complementary tourism clusters, and identifying the key constraining factor, which is not a lack of resources, but rather weak linkages between them and fragmented interaction among stakeholders. Based on the research findings, practical recommendations were formulated, including the establishment of a coordination council, development of a common territorial brand, priority investment in connecting infrastructure, and stimulation of partnership programs among related enterprises.
