Ethical standards of conduct for the editorial board of the journal
"Herald of Polesie State University. Series of Social and Humanities Sciences".
Editor-in-Chief, Deputy Editor-in-Chief, members of the editorial board and the international editorial board of the journal Vestnik Polessky State University. Series of Social and Humanities Sciences" invites for cooperation scientists, specialists, teachers, postgraduates and masters. At the same time, scientific materials are published mainly for PhD students, postgraduate students, applicants and doctors of sciences.
The editorial office provides an opportunity to publish scientific materials in three sections: history, pedagogy, philosophy, as well as articles of scientific and practical nature, which are related to the results of research works and projects. The Editorial Board reserves the right to edit articles, although in terms of scientific content, the author's version of the manuscript is preserved.
The members of the Editorial Board are responsible for the decision to publish the manuscript on the basis of its reliability, scientific significance and relevance. In doing so, they are guided by the Editorial Policy of the journal, taking into account the current legal requirements for libel, copyright, legality and plagiarism. When making a decision on publication, members of the editorial board must necessarily take into account the results of the review, but the deputy editor-in-chief reserves the right to reject publications. Manuscripts of articles, which are decorated not according to the rules, are not reviewed and are not edited. Authors are not paid a fee, manuscripts sent back are not returned.
It is not allowed to send to the editors of the journal works that are sent to other publications or printed in them. When evaluating the scientific and intellectual content of manuscripts of articles, any form of discriminatory approach is unacceptable and unacceptable.
The Editorial Board of the journal practices a one-way blind peer review policy.
Unpublished data obtained from manuscripts submitted for review are not used in personal research without written consent of the author. Information, scientific ideas obtained in the course of review and related to possible benefits are kept confidential and are not used for personal benefit.
In case of conflicts of interests of different parties related to the manuscript, the Editor-in-Chief of the journal and the Deputy Editor-in-Chief are obliged to refuse to consider the manuscripts, and the authors are informed about the refusal to publish a specific article and its grounds.
The editor, who has provided conclusive evidence that the allegations or conclusions presented in the publication are erroneous or may cause moral damage to a third party, informs the editorial board of this with a view to early notification of changes, deletion of publication or other appropriate actions.
In case of ethical claims concerning the reviewed manuscripts or published materials in the journal "Herald of Polesie State University. Series of Social and Human Sciences, the editorial board takes appropriate action in accordance with the "Guidelines for Retracting Articles" of the Committee on Publishing Ethics (COPE).
Such measures include interaction with the authors of the manuscript and argumentation of the relevant complaint (requirements), implying interaction with relevant organizations and research centers in the framework of cooperation on the purity of research (COPE program and recommendations).
Ethical Standards of Conduct for Reviewers
The reviewer who accepted the manuscript for review must adhere to the terms of review, and if the reviewer understands that he is not qualified enough to review the manuscript or does not have enough time to complete the work in time, he should send the appropriate notification (through the electronic form of the journal site) and ask to exclude him from the process of review of the corresponding manuscript article.
The reviewer should not participate in the review of the manuscript in case of conflicts of interest due to competitive, joint and other interactions and relations with any of the authors, companies or other organizations associated with the submitted scientific work or project.
The reviewer has no right to use unpublished data from submitted manuscripts in personal research without written consent of the Author. The information, scientific idea obtained during the review and related to possible benefits should be kept confidential and may not be used for personal benefit.
Any manuscript of an article received for review is considered a confidential document. This work will not be opened or discussed with anyone not authorized by the Editor-in-Chief.
A reviewer recommending a specific article of the Author cannot be a co-author, and must express his opinion objectively and reasonably, and personal criticism of the Author is unacceptable.
Reviewers identify significant published works that correspond to the topic and are not included in the bibliography of the manuscript. Any statement, observation, conclusion, argument previously published should be accompanied by the appropriate bibliographic reference in the manuscript. The reviewer draws the attention of the Editor-in-Chief, Deputy Editor-in-Chief to the discovery of a significant similarity or coincidence between the manuscript in question and any other previously published work within the scientific competence of the reviewer, and expresses his opinion on the ethical appropriateness of the manuscript for publication.
Ethical Standards of Conduct Authors
Authors of the peer-reviewed manuscript of the article published in the scientific-practical journal "Vestnik Polessky State University. Series of Social and Humanities Sciences", bear full responsibility for compliance with legislation in the field of copyright protection, protection of state, official and commercial secrets. If the manuscript of the article is written on the materials of the work done with the support of grants, competitions, the text of this article should contain a link to the competition or grant with the details.
Authors should provide reliable results of the original research work and objective discussion of its significance. The data underlying the work must be presented accurately. The work should contain sufficient detail and bibliographic references for possible reproduction. False, knowingly erroneous statements are perceived as unethical behavior, which is unacceptable and may serve as a reason for rejecting the manuscript of the article or refuting the published article.
If the author has not reacted to the reviewer's comments and has not corrected or supplemented his manuscript, the deputy editor-in-chief has the right to exclude this article from the editorial portfolio without sending it to the second review. In the article the author should consistently state the following components: relevance, tasks, current state of the problem, description of research methods, scientific novelty, results and conclusions, because the reviewed text should not resemble a fragment of the chapter or paragraph of the thesis, the author's abstract, part of the training or teaching aids.
Reviews and scientific articles should also be accurate and objective. Copyright for a specific article belongs to the authors of the article.
The publishing house has the right to design the journal "Herald of Polesie State University. Series of Social and Humanities Sciences". When reprinting an article or its part, reference to the journal is obligatory.
The author should not publish a manuscript dedicated to the same research in more than one journal as an original publication. Presentation of the same manuscript in more than one journal at the same time is considered unethical behavior and is also unacceptable. The author should not submit a previously published article to a journal for review.
Authors guarantee that they submit a fully original work. Appropriate bibliographic references or excerpts should be provided if the work or statements of other authors are used. Authors may be asked to provide additional data relevant to the manuscript. Authors should be prepared to provide public access to information of this kind (according to ALPSP-STM Statement on Data and Databases), if feasible, and in any case should be prepared to keep this data for the necessary period after publication.
Plagiarism in any form - from representing someone else's work as an author's work, to copying or paraphrasing essential parts of someone else's work (without mentioning authorship), to claiming their own rights to the results of someone else's research - is unethical and unacceptable.
Editorial staff of the journal "Vestnik Polessky State University. Series of Social and Humanities Sciences" reserves the right not to respond to accusations of plagiarism, if the accuser provides false personal information (for example, appears to be a fictitious name), or acts in an unethical or threatening way. The editorial board is not obliged to discuss cases of alleged plagiarism with persons who are not directly related to it.
The authors affirm that their publication does not infringe any of the existing copyrights and guarantee the Publisher indemnity in case of detection of such violations. For ease of distribution and to ensure that the use policy is implemented, the authors assign the exclusive ownership of the manuscript to the Publisher, unless otherwise provided.
According to the editorial policy, it is unacceptable:
- Verbatim copying of 16 percent or more of other people's works without mentioning their authorship, reference to the source and use of quotation marks.
- Incorrect paraphrasing (using) material from another person, where more than one sentence was changed within the same text, or sentences were placed in a different order without reference to the source. Substantial incorrect paraphrasing (more than 16 per cent of the original work) without reference to the source is equated to literal copying.
- Using elements of another person's work without mentioning authorship, e.g., a drawing, table, paragraph without acknowledgement and without reference to the source or quotes. Authors must obtain permission from the copyright owner to use elements of his work.
- Autocyting (Self-Cycling). If elements of the manuscript were previously published in another article, authors must refer (list of literature) to the earlier work, and they must also identify its connection with the research results presented in the previous work. Verbatim copying of their own works and paraphrasing them is unacceptable, they can only be used as a basis for new conclusions.
In accordance with the international ethics of scientific publications, the editors of the journal Vestnik Polessky State University. Series of Social and Humanities Sciences" recommends that the degree of self-citation should not exceed 10% (in the list of literature), and the originality of the text of the reviewed statistic should be at least 95%. Authors may refer to publications relevant to the work presented, but data obtained privately (conversation, correspondence) should not be used without written permission of the original source.
Information from confidential sources should not be used without the clear written permission of the authors of a work related to such sources. The authors of the publication may only be persons who have made a significant contribution to the idea of the work, development, execution or interpretation of the presented research, scientific project. All those who have made a significant contribution should be identified as co-authors.
Where research participants have made a significant contribution in a particular area of the research project, they should be identified as having made a significant contribution to that research project.
The author guarantees that all contributors who have made significant contributions to the research project are listed as co-authors and those who have not co-authored are not listed as co-authors, that all co-authors have approved the final version of the work and have agreed to submit it for publication.
Authors are required to disclose in their manuscripts financial or other existing conflicts of interest that may be perceived to have affected the results or conclusions presented in the work. Potential conflicts of interest must be disclosed well in advance. The authors are required to list all sources of funding for the research work.
If the author discovers any material errors or inaccuracies in the publication, he or she should immediately notify the editorial staff and take appropriate action to correct the errors or remove (retract) the publication. If the Editorial Board has received information from a third party that the publication contains material errors, the Author must withdraw (retract) the work or correct errors as soon as possible or voluntarily refuse to publish his article in the journal "Vestnik Polessky State University. Series of Social and Humanities Sciences".
In cases of revealing the facts of plagiarism, multiple publications of the article in other editions, falsifications or fabrication and other violations of publishing ethics by the authors, the editorial board reserves the right to take the following actions:
- refuse to publish a manuscript that violates ethical standards;
- refuse to publish subsequent manuscripts of the author for a certain period;
- Withdraw (retract) the said article in accordance with the recommendations of the Committee on Publication Ethics (COPE) and the Council on Ethics of Scientific Publications.
